Placeholder body copy, to be replaced with the real text. The opening paragraph carries the claim: public compute in Europe is counted in FLOPs and governed in footnotes, and the second number is the one that decides who may use it.
Second paragraph placeholder. Each entry records the owner, the funding instrument, the allocation process, the energy contract and the end date. The last field is the one most registries omit.
What counts as public
Placeholder. A machine bought with public money and allocated by a private committee is a harder case than either pure category, and the atlas records it as such.
Method, published with the map
Placeholder closing section. Every entry carries its source and its date of reading, because the map will be wrong within a year and should say so.
