A research project about building, not only about rules

Placeholder text, to be replaced with your own. Europe has answered the digital question mainly with rules. Rules are necessary and they are not a stack. This project asks what it would mean to build the layers instead, and who would have to fund, design, build, operate and maintain them.
Second paragraph placeholder. We publish texts, maps, policy proposals and working prototypes, each filed against one layer of the stack, so that the collection reads as an infrastructure rather than a blog. Empty layers stay visible: they are the open calls.
Third paragraph placeholder. Everything here is published openly, and we would rather publish an unfinished map than a finished opinion.
